Abstract:

Mireanu’s paper studies a far-right vigilante group, City Angels, in Milan, Italy. As he illustrates, the City Angels have helped instigate urban renewal of the city’s Central train Station by targeting marginalized residents living near the station. While these vigilantes are not part of the state, they give the illusion that they are. Their securitization of the central train station then enables the state and real estate developers to enter and gentrify the area.
